The Challenge

The Albanian government and the Ministry of Justice decided in 2010 to reform the bailiff service and reorganize both public and private sectors. This decision brought the necessity of an electronic system that would centralize and standardize the processing of thousands of bailiff cases all over Albania. It asked for a solution that would accommodate hundred of users in both private and public bailiff offices. The solution must reduce the time of complex legal and administrative processes. It must be flexible to quickly translate complex judicial procedures into automated workflows. It must also adapt to a very complex and changing legal framework.

The new system needed to provide high availability operating 24/7 and serve offices all over Albania. It must be specifically designed to increase efficiency and quality. The solution must ensure accuracy and transparency. It must allow online monitoring and control and provide real time reporting and analysis.  

 

The Solution

The Albanian Ministry of Justice selected Konsort as its partner in implementing and delivering this system. The proposed solution was the “Electronic Bailiff Case & Document Management System”. Konsort concluded that a modern case management and workflow software properly integrated with existing IT systems would give Ministry of Justice the solution it required.

The solution proposed is a solid, secure system. It offers high capacity and wide geographical expansion. It is characterized by a highly intuitive user interface. Konsort used IBM Filenet and IBM Websphere Portal as the background technologies whereas GoPro would be the web interface and integrator of Case, Document and Business Management Capabilities.  Our strict methodology enabled the successful analyze, design, implementation, testing, adaption of the new system and finally integration with the existing system. The integration phase was accompanied by a close collaboration with the IT department of Ministry of Justice and training of all departments, users of the system. 

 

The Result

Electronic Bailiff Case & Document Management System was successfully implemented and it has been functional since January 1st, 2011. The new solution brought transparency and increased the quality of the bailiff service for the citizens. The system improved the process of monitoring and auditing an increased number of branches, spread all over Albania. Its flexibility has offered efficient adaption to law changes. The automating of all legal processes has maximized human productivity and cost-efficiency.
